Mayor Robert Lord was elected in May 2019 after serving on the City Council since 2016.  Mayor Lord has a passion for public service that runs deep - he is the fourth consecutrive generation in his family to hold a state or local political office.  He has served as liaison on the Planning and Zoning Commission and was a founding member of the City's Drainage Committee.  As Mayor, his focus will be on public safety and continuing the City's financial goals which include paying down our remaining debt responsibly and to be a pay-as-you-go city.  Mayor Lord and his wife have four daughters.

Councilmember Schwartz has served on the City Council since 2006, being re-elected six times.  She represents the City on the Houson Galveston Area Council Board and serves on the City's Finance Committee. Councilmember Schwartz and her husband founded the Villages Independence Festival in 1992 and have served as the administrator (CEO) since that time.  She has two children and loves being a grandmother.

Councilmember Moerer was elected to the City Council in May 2022.  Councilmember Moerer served  the City for 30 years with the City’s Municipal Court.   Judge Moerer grew up in the Villages right off of Bunker Hill Road.  He attended Spring Branch schools and moved into Bunker Hill in 1989.  Councilmember Moerer and his wife have 3 children and enjoy being grandparents.  Councilmember Moerer is representing the City on the Memorial Villages Police Commission.

City Staff

The City of Bunker Hill Village consists of approximately 1250 single-family dwellings, one privately owned recreational center, two elementary schools, four churches and one retreat center. our population at the 2010 Census was 3633 residents. The City currently has eight (8) full time employees who carry out the City operations. Your City Staff is proud to serve this city by providing utilities  and public works such as water and sewer; street repairs and signage; right-of-way moving; managing our solid waste contract, etc. We work to maintain our beautiful City through code enforcement and facilitating the development process and providing inspections on your behalf. We provide utility billing and collections and handle Municipal Court for citations for our local traffic and City ordinances. We work diligently to manage the finances of the City, maintain our records, and manage our municipal governmental processes. The City contracts with the Memorial Villages Police Department and Village Fire Department for our Public Safety Services. in addition, the City contracts with Spring Branch Independent School District for tax assessment and collections. As you can see, the staff wear many different "hats" as they work together to best serve you.

Gerardo Barrera began serving as City Administrator in January 2023. He is responsible to the Mayor and Council for the efficient administration of all City operations, including fiscal responsibility, staff management and promotes the best interests of the City and its residents. He has 20 years of experience in municipal government. Prior to his appointment, he served as Public Works Director for the City of West University Place. 

His priorities are to serve the City's residents with the help from staff, servant leadership, exceptional customer service, and responsible financial management. 

He earned a bachelor’s degree and MBA from the University of Houston and will be completing his Certified Public Manager certification in June 2023. He is an active member of the American Public Works Association, the Texas City Management Associations and International City Management Association.

Karen Glynn is serving as Acting City Secretary/Community Development Director as she assists with the transition to the new City Administrator and the hiring of a new Public Works Director.

Karen joined the City in May of 2013, coming from the City of Sugar Land where she worked for almost 18 years. Prior to that, Karen worked for the City of Austin, TxDOT and Turner Collie and Braden Consulting Engineers. Karen is a graduate of the University of Texas at Austin, a Texas registered professional engineer and a member of the International and Texas City Manager's Associations. Karen is married and has 3 children and three grandchildren.

As the City Administrator, Karen oversees the day to day operations of the City and manages the staff and budget.

Valerie has worked with the City since 2007 for the City's Municipal Court. She also assists with permits and utilities as needed. Valerie worked previously with the City of Katy Municipal Court and Harris County Precinct 3 Commissioner Raddack's office. Valerie is certified as a Court Clerk Level II through the Texas Municipal Court Clerk's Association.  Valerie also manages the office needs and numerous events for the City.

Gama is responsible for the operation of the City's computer control system for the water production plants. He is very experienced with the operation of all the City's maintenance equipment. Gama is married and has 2 children. He is an avid reader and enjoys fine art. His primary hobby is spending time with his family.

Howard Miller has been appointed to serve as Interim Fire Chief of the Village Fire  Department (VFD).  Chief Miller joined VFD as a firefighter in 1980 and later promoted to Deputy Chief. Chief Miller also serves as the Training Officer and Emergency Management Coordinator for the Department. 

Chief Miller attended West Texas A&M Fire School. Married for 37 years, he has four daughters and eight grandchildren

Police Chief Ray Schultz is a 36-year veteran of Law Enforcement starting his Law Enforcement career in 1982 working for the Albuquerque, New Mexico Police Department. Chief Schultz worked his way up through the ranks of the department and then moved to Scottsdale,

Arizona where he was an Assistant Chief.  In 2005, Chief Schultz was asked to return to Albuquerque as the Chief of Police.  In 2015, Chief Schultz came to work for the Memorial Villages Police Department and assumed the position of Chief in March of 2017.

Chief Schultz is a graduate of the FBI National Academy, The FBI National Executive Institute and the Northwest Law Enforcement Executive Command College program. He is married and has 3 children and 3 grandchildren.
