Eric Thode

Councilmember Thode was appointed to the City Council in May 2019.  He serves on the City's Drainage Committee and as the Alternate on the Houston Galveston Area Council Board.  Councilmember Thode has lived in Bunker Hill since 2015.  He and his wife have two children.

Susan Schwartz

Acting Mayor/ Position 2/ Mayor Pro-Tem

Councilmember Schwartz has served on the City Council since 2006. She represents the City on the Houston Galveston Area Council Board and serves on the City's Finance Committee. Councilmember Schwartz and her husband founded the Villages Independence Festival in 1992. She has two children and loves being a grandmother.

Prior to being elected to the City Council in 2022, Councilmember Moerer served  the City for 30 years with the City’s Municipal Court.  He grew up in the Memorial Villages area and moved to Bunker Hill  in 1989.  Councilmember Moerer and his wife have three children and enjoy being grandparents. He represents the City on the Memorial Villages Police Commission.

Councilmember Brown was elected to the City Council in 2019.  He previously served on the Council from 2007 to 2014.  Councilmember Brown represents the City on the Village Fire Commission and as liaison to the Planning and Zoning Commission. He and his wife have lived in Bunker Hill for more than 20 years and have two daughters.

Councilmember Poor was appointed to the City Council in May 2024, bringing a fresh perspective as the youngest member. With a strong passion for community well-being, he is dedicated to making Bunker Hill a better place for all its residents. His commitment to the community is deeply rooted in the enriching environment that Bunker Hill has provided for his own family. He and his wife are proud parents of two children and enjoy outdoor activities.

Gerardo Barrera

City Administrator/ Acting City Secretary 

Email

Gerardo Barrera began serving as City Administrator in January 2023. He is responsible to the Mayor and Council for the efficient administration of all City operations, including fiscal responsibility, staff management and promotes the best interests of the City and its residents. He has 20 years of experience in municipal government. Prior to his appointment, he served as Public Works Director for the City of West University Place. 

Alongside staff, his priorities are to serve the residents of Bunker Hill Village through servant leadership, exceptional customer service, and responsible financial management. 

He is a Certified Public Manager (CPM), and earned a bachelor’s degree and MBA from the University of Houston/Downtown. He is an active member of the American Public Works Association, the Texas City Management Association and participates in several local committees.

   Elvin Hernandez

Public Works Director

Email

Elvin joined the City as Director of Public Works in 2023. In this capacity, he oversees all facets of the Public Works Department, including water and wastewater, streets, sidewalks, capital projects, and community development.

Elvin is a Veteran of the United States Navy and a graduate of the University of Incarnate Word in San Antonio, Texas.

    Finance Director 

Email

Susan joined the City in 2020 as Finance Manager and has since been promoted to Finance Director. As Finance Director, she handles all financial operations of the City. With over 25 years of finance experience, primarily in audit, she provides great expertise and experience to the City.

In 2023, Susan received the Certified Government Financial Officer (CGFO) certification.

 Valerie Guerra

Municipal Court Admin/ Office Manager 

Email

Valerie has worked as the City's Municipal Court Administrator since 2007. She previously worked with the City of Katy Municipal Court and Harris County Precinct 3 Commissioner Raddack's office. Valerie is certified as a Court Clerk Level II through the Texas Municipal Court Clerk's Association.

Valerie assists with development services and utilities as needed, and manages office operations. 

She has two daughters and two grandchildren.

Mallory A. Pack

Management Analyst

Email 

Mallory started with the City in 2022 as Assistant to the City Administrator, and was promoted to Management Analyst in 2023. In this capacity, she carries out a variety of administrative and analytical duties to support operations throughout all city departments. 

She is a graduate of Texas Christian University (TCU) in Fort Worth, Texas, and is pursuing a Master of Public Administration at University of Houston.

Jamee Gonzalez

Permit & Utility Billing Clerk

Email 

Jamee has worked as the Permit & Utility Billing Clerk since 2023. In this role, she processes building permits and utility billing. She brings over 20 years of high-quality customer service experience to the City.

 Gama Escamilla

Public Works Team Leader

Email

Gama has been with the City since 1991. He holds a level B Water System License and a Texas Wastewater Collection System License. He is experienced with the operation of all the City's maintenance equipment, and is responsible for the operation of the City's computer control system for the water production plants. 

Gama is married and has two children. He is an avid reader and enjoys fine art.

 Oziel "Oz" Reyna

Public Works Operator/ Animal Control

Email

Oz joined the City in 1998. He holds a level C Water License and a Texas Animal Control License. His duties include operation of the City's excavation and maintenance equipment, system operation, and public works maintenance.

Oz is married and has one child. He enjoys playing the guitar and cooking.

Howard Miller

Fire Chief

Email

Howard Miller was appointed Fire Chief of the Village Fire  Department (VFD) in 2024. Chief Miller joined VFD as a firefighter in 1980 and was later promoted to Deputy Chief. He also serves as the Training Officer and Emergency Management Coordinator for the Department. 

He attended West Texas A&M Fire School. He has been married for 37 years and has four daughters and eight grandchildren.

Ray Schultz

Police Chief

Email

 

Chief Ray Schultz is a 36-year veteran of Law Enforcement starting his career in 1982 with the Albuquerque, New Mexico Police Department. Chief Schultz worked his way up through the ranks of the department and moved to Scottsdale, Arizona to serve as an Assistant Chief. He returned to Albuquerque as the Chief of Police in 2005. In 2015, Chief Schultz came to work for the Memorial Villages Police Department and assumed the position of Chief in 2017.

Chief Schultz is a graduate of the FBI National Academy, the FBI National Executive Institute and the Northwest Law Enforcement Executive Command College program. He is married and has three children and three grandchildren.
